Frank Baker Jackson, with one of his pit bulls, in either Saegertown or Meadville, circa 1916. Frank was a chef in a "fancy hotel" in Meadville. At the time this photo was taken, Frank was married to Edith Florence Ritchie, and they had two young sons, Frank and Jack. 

Frank was born in Salamanca, NY, ca 1868 to Amanda Jackson. 

In 1885-1887, Frank was a Landsman aboard the USS Michigan. He enlisted at Erie, and was discharged at Chicago.
