Unknown Civil War Veteran - Conneaut, Ohio
If you visit the Louis C. Shepard page at Wikipedia you will find a picture of him from the archives of the United States Navy history files that was taken for the book Deeds of Valor", Volume II, on page 80, by the Perrien-Keydel Company, Detroit, 1907. Other than the beard the two civil war soldiers a rather uncanny resemblance and you may even think for a moment that you have identified this unknown soldier in the picture above. Take a closer look however at the picture from the LCS page and one will note there is no eagle or cannons on top of Mr. Shepards medal but only an anchor between the ribbon and star as this was the design of the Navy MOH from 1862 thru 1912. The brave unknown soldier in the picture above is not wearing an MOH but rather a GAR medal. Note that the eagle and cannons are above the ribbon and not between it and the star. All Army MOH's of both breast pin versions issued between 1862 thru 1912 version one and 1913 thru 1942 version two have the eagle and cannons between the ribbon and star. GAR medals place the Eagle and cannons on top. Unfortunately this soldier remains unknown.
If he is wearing the Medal of Honor and is from the Ashtabula area he may be Louis C. Shepard. See Wikipedia:
"Lewis Capet Shepard (September 2, 1841 - April 27, 1919) was born in Ashtabula County, Ohio and was a Union Navy sailor during the American Civil War who received America's highest military decoration the Medal of Honor for his actions at the Second Battle of Fort Fisher. Due to a Navy clerical error however his citation and history will always record his first name as Louis." The picture on that site resembles this man.
He's wearing the Medal of Honor. Not many of those awarded during the way. That is a potential method of identification.
